Problem: Terminating users while retaining mailboxes
Solution: Restore deleted users through Azure Active Directory and reactivate Office 365 licenses:
Go to the Azure portal, then to Azure Active Directory, look for the deleted users, you must restore the users. With the users restored you should reactivate the Office365 licenses (even if it is for a little while). With the licenses activated for the users then perform the self-restore.
